Independent PPA review

Know whether a PPA proposal works for you before committing.

Independent commercial analysis of private-wire and corporate PPA proposals for energy consumers and landowners.

Working together

Delivered with Blackhall & Powis.

Cotswold Energy Consulting works with Blackhall & Powis to provide an independent assessment of renewable-energy PPA proposals from the client's perspective.

Cotswold Energy brings energy-market, PPA and financial-modelling expertise. Blackhall & Powis brings established land, property and commercial capability. Together, we can review the whole transaction rather than considering the electricity proposition and property arrangements in isolation.

This is particularly valuable where the party presenting the opportunity is also developing the project. Our role is to test whether the underlying proposition genuinely works for the energy consumer or landowner before they commit to a long-term PPA, land agreement or detailed negotiations.

What we review

A clear view of value, risk and the practical alternatives.

01

Test the business case

Rebuild the economics from the client's perspective and test whether projected savings are realistically achievable over the full contract term.

02

Match generation to demand

Use historic consumption and generation profiles to assess self-consumption, surplus power, curtailment, system sizing and the role of battery storage.

03

Review the transaction

Examine pricing, indexation, contract duration, performance, termination, Take-or-Pay exposure, export arrangements and associated land terms.

04

Compare the alternatives

Test Pay-as-Consumed and Take-or-Pay structures, different system sizes and BESS options, existing procurement and conventional land-lease alternatives.

Commercial analysis

Evidence for deciding whether—and on what basis—to proceed.

The review considers the client's existing electricity costs and procurement arrangements alongside the proposed PPA price and structure.

We interrogate the developer's assumptions and model alternative scenarios around electricity pricing, indexation, system sizing, solar generation, battery storage, curtailment and the allocation of volume and market risk.

Whole-life economics

Long-term cashflow, savings, cost and value analysis rather than reliance on a headline first-year figure.

PPA terms

Commercial review of the proposed structure from Heads of Terms through to detailed agreement.

Land arrangements

Review of rent, land requirements, access, cable rights and the implications of a long-term commitment.

Clear recommendation

A concise explanation of the costs, risks and options, with a practical basis for negotiation or a decision not to proceed.

Anonymised case study

Independent review of a 30-year private-wire solar and battery proposal

Potential £8.4m exposure identified

The developer's case

A Scottish public-sector client was presented with a headline first-year saving of approximately £27,600 and wanted an independent view before entering detailed PPA and land negotiations.

Our analysis

Historic half-hourly demand was modelled against solar generation, with and without battery storage. The review compared Take-or-Pay and Pay-as-Consumed structures and considered system sizing, curtailment, existing procurement and long-term regulatory risk.

The outcome

Under the proposed Take-or-Pay structure, the analysis identified a potential first-year cost of approximately £176,000 and a negative financial outcome of approximately £8.4 million over the proposed term. Alternative structures materially improved the position by limiting payment to electricity actually consumed.
